Biography of Penny Bailey
Attended Leeds High School and graduated as Class President.
Graduated from Samford University with a history major and a political science minor. While attending Samford, Penny joined the Air Force Reserve Officer Training Corps (ROTC) and met JD Bailey II, a Birmingham Southern ROTC student. They were married in 1981. Upon graduation from college, both JD and Penny were Commissioned as 2nd Lieutenants in the United States Air Force.
While in the Air Force, Penny served overseas in Belgium, Great Britain,and Germany. Her state-side assignments included being stationed in North Dakota, Nebraska, Alabama, Florida, Utah, and Washington, D. C. Both she and her husband were serving at the Pentagon during the September 11th attack on our country. Penny was an Executive Support Officer for seven 4-star Generals; three were Chairmen of the Joint Chiefs of Staff. She has two Masters Degree; one in Aeronautical Management and the other in International Studies.
Penny retired as a Colonel from the Air Force after serving twenty-four honorable years. Her last assignment was as Vice Wing Commander at Hill Air Force Base, Utah. She was responsible for 4,000 people and a budget of $4 billion. Her husband is still on active duty and will soon be deployed to Afghanistan for a third time.
They have three adult children; two are in college attending Birmingham-Southern College and Troy University. Their oldest daughter has a Social Work degree and Master’s in Counseling and is employed as a counselor at a university.

Colonel Bailey’s decision to enter the political arena for the first time is based on her strong belief that the political process isn’t about one particular party, but rather what’s right for America! She wants to protect the freedoms of every American granted by the constitution.
Colonel Bailey believes Americans deserve better than partisan politics. They deserve to have elected officials that are truly representatives of the people. Penny pledges to carry your voice with her to Washington D.C. in November and work to ensure a better America and Alabama for all of us.
