Biography of Congressman John Carney

Congressman John Carney represents the state of Delaware in the United States House of Representatives. He was sworn in on January 5, 2011 for a two-year term.

John is a member of the Financial Services Committee, the Subcommittee on Financial Institutions and Consumer Credit, and the Subcommittee on Oversight and Investigations. He is a member of the New Democrats Coalition, a group of moderate, pro-growth Democrats committed to advancing a common sense policy agenda.

Throughout his career, John has worked with both parties to find solutions to complicated issues. Since taking office, he has sponsored numerous bills to help create jobs, reduce the deficit and eliminate burdensome regulations for small businesses.

John introduced the Build America Bonds bill, which makes it easier for states and municipalities to build roads, bridges and other infrastructure projects. He has voted to cut tens of billions of dollars in spending, and introduced a bill to force an up-or-down vote on an additional $20 billion in cuts to federal programs that have been determined to be duplicative or ineffective. John also introduced a bill to repeal the 1099 reporting requirement for small businesses, a requirement that has now been eliminated. He is committed to working in a bipartisan manner to solve problems and move the country forward.

The second of nine children, John was born in Wilmington and raised in Claymont by his parents Jack and Ann, who were both educators. After college at Dartmouth, instead of pursuing a financially lucrative career, John chose to return to Delaware to get his Master of Public Administration at the University of Delaware and serve his community.

His public service career in Delaware has spanned more than 20 years, including serving as Secretary of Finance and Deputy Chief of Staff under then-Governor Tom Carper. In these positions, he played a key role in the sale of the Port of Wilmington to the state, worked to cut taxes nine times, and helped the state earn its first AAA bond rating — which it still holds today.

John was also elected Lt. Governor of Delaware twice. As Lt. Governor, he implemented the Models of Excellence in Education program, which enabled successful schools to effectively share best practices with other schools around the state, raising test scores and producing better students. John also advocated for health and wellness, starting programs like the “Lt. Governor’s Challenge” to encourage Delawareans to exercise and eat healthy. John was also a strong supporter of the Delaware smoking ban and he led the fight for a Cancer Right to Know Law, ultimately passed in 2008. He was chairman of the Delaware Health Care Commission, the Interagency Council on Adult Literacy, the Criminal Justice Council, the Center for Education Technology, and the Livable Delaware Advisory Council.

John recently served as an executive at Transformative Technologies, LLC, a Delaware-based company involved in green technology, where he worked on efforts to manufacture towers and other components for the emerging offshore wind power industry.

John continues to serve on several community boards.  He lives in Wilmington, Delaware with his wife, Tracey, and their sons, Sam and Jimmy.
