***Special Note: AP reported on Feb 23, 2012 that Héctor Ferrer had been arrested for alleged domestic violence. “Police said there was evidence that Ferrer damaged the home and made crude statements to his wife in the presence of his children. They provided no other details.” They made no mention of his running for Resident Commissioner. A follow up report on Feb 28, 2012 state that he was resigning his seat in the government, in his party, and dropping out of the race for mayor.

Biography of Héctor Ferrer Ríos from The Purerto Rico House of Representatives

The spokesman of the delegation of the Popular Democratic Party (PDP) in the House of Representatives, Hector Ferrer Rios, was born on March 27, 1970, in San Juan, and holds a Bachelor of Arts in Economics and Industrial Relations from the University North Carolina, where he studied on a baseball scholarship.

It also has a Juris Doctor from the School of Law, American University of Puerto Rico. Since then, he worked as a lawyer in private practice until 2000, when he was first elected as a representative of PPD for District 29, which includes the towns of Cayey, Cidra and Comerio.

During the years 2001 to 2004, he served as Spokesman for the Delegation Alternate People and Chairman of important committees such as Ethics, Federal and International Affairs and Consumer Affairs, from where he managed to push important measures to benefit the people of Puerto Rico.

From 2003 to 2004, also served as Co-Chairman of the Council of State Governments, an organization of legislators from the states and territories of the United States. He is currently a member of the Executive Committee of the Council.

In 2004, he was elected Representative at Large and, by, his colleagues Speaker of the popular delegation in the House, a position he still occupies, and is also Chairman of the PDP.

During the 2004-2008 term, Ferrer, a father of three, directed the Legislative Economic Caucus and is the author of more than 10 laws, specifically on economic development.

Other measures of his own into law are in the area of health, which creates the Comprehensive Cancer Center at the University of Puerto Rico, to help investigate and combat the disease and the law that includes all patients of Puerto Rico in the jurisdiction of the Office of the Patient. In addition, he co-authored the law that served to wage justice for nurses in public service.

Also, has co-authored other important laws, such as empowering the Municipalities of the Government of Puerto Rico, to hire employees to offer their services day care centers and prohibiting the use of Social Security cards Government ID.

He has been an advocate of sports, with particular attention to the needs of schools, baseball and basketball teams and organizations that advocate maintaining healthy youth. It has also been witness before committees of the House of Representatives of the United States Government and to the Organization of the United Nations.

El portavoz de la delegación del Partido Popular Democrático (PPD) en la Cámara de Representantes, Héctor Ferrer Ríos, nació el 27 de marzo de 1970, en San Juan, y posee un Bachillerato en Artes con concentración en Economía y Relaciones Industriales de la Universidad de Carolina del Norte, donde estudió gracias a una beca deportiva de béisbol.

Además, posee un Juris Doctor de la Escuela de Derecho de la Universidad Interamericana de Puerto Rico, siendo una de las primeras 10 notas de la reválida de la abogacía en marzo de 1997. Desde entonces, se desempeñó como abogado en la práctica privada hasta el año 2000, cuando fue electo por primera vez como representante del PPD por el Distrito 29, que comprende los pueblos de Cayey, Cidra y Comerío.

Durante los años 2001 al 2004, se desempeñó como Portavoz Alterno de la Delegación Popular y Presidente de importantes comisiones como la de Ética, la de Asuntos Federales e Internacionales y la de Asuntos del Consumidor, desde donde logró impulsar importantes medidas en beneficio del pueblo de Puerto Rico.

Del 2003 al 2004, se desempeñó además como Co-Presidente del Concilio de Gobiernos Estatales, organización que agrupa a los legisladores de los estados y territorios de los Estados Unidos. Actualmente es miembro del Comité Ejecutivo de dicho Concilio.

En el año 2004 fue electo como Representante por Acumulación y por sus compañeros como Portavoz de la delegación popular en la Cámara, posición que sigue ocupando, y también es Presidente del PPD.

Durante el 2004-2008 Ferrer, padre de tres hijos, dirigió el Caucus Económico Legislativo, siendo autor de más de 10 leyes, específicamente sobre desarrollo económico del país.

Entre otras medidas de su autoría convertidas en ley se encuentran en el área de la salud, la que crea el Centro Comprensivo de Cáncer de la Universidad de Puerto Rico, para ayudar a investigar y combatir esta enfermedad y la ley que incluye a todos los pacientes de Puerto Rico en la jurisdicción de la Procuraduría del Paciente. Además, fue co-autor de la ley que sirvió para hacer justicia salarial a las enfermeras en el servicio público.

También, ha sido coautor de otras importantes leyes, tales como la que faculta a los Municipios del Gobierno de Puerto Rico, a contratar para ofrecerles a sus empleados los servicios de centros de cuidado diurno y la que prohíbe el uso de Seguro Social en las tarjetas de identificación del gobierno.

Ha sido un defensor de los deportes, prestando especial atención a las necesidades de las escuelas, los equipos de béisbol y baloncesto y las organizaciones que abogan por mantener sana a la juventud. Además, ha sido deponente ante comisiones de la Cámara de Representantes del Gobierno de los Estados Unidos y ante la Organización de las Naciones Unidas.
