Has Executive and Legislative Experience
Bill has worked for two Congressmen and a U.S. Senator. He served in Congressional Affairs with the U.S. Department of Commerce where he managed legislation dealing with international trade, export regulations, and tourism. After moving to Galveston, he played a role in drafting legislation to revise the Texas Election Code – provisions that are now law. Served As A County Official
In January 2011 Bill became the Chief Deputy Clerk for Elections under County Clerk Dwight Sullivan. Since that time he has made major changes in the way elections are conducted in Galveston county. In this position his key goals have always been to ensure the integrity of the election process, to make the voting process easier for the voters and election workers alike, and to improve the training for, and competence of, election workers. Not a Career Politician
But he has had experience in politics. He was 21 when he served as a leader in the Youth for Goldwater movement in the San Francisco Bay Area. During the 1960s he was also a leader in Young Americans for Freedom. More recently he has held several leadership positions in the Galveston County Republican Party.

Small Businessman
In the 1970-1980s Bill was a self-employed real estate broker in Northern Virginia, and for the past eleven years he has been the sole proprietor of a web development business.

Retired Veteran
Bill enlisted in the U.S. Navy in 1961 and served for several years before being commissioned. He retired in 1981 as a Lieutenant Commander, USNR.
