Biography of Andy Barr from Andy Barr for Congress
Garland “Andy” Barr, 38, is a Lexington attorney and part time instructor at Morehead State University where he teaches Constitutional Law and Administrative Law. In 2010, Barr was the Republican nominee for the U.S. House of Representatives in Kentucky’s Sixth Congressional District. Prior to his current employment, he served as Deputy General Counsel to former Governor Ernie Fletcher.
Barr is a 1992 graduate of Henry Clay High School. In 1996, he graduated Magna Cum Laude, Phi Beta Kappa from the University of Virginia with a Bachelor of Arts degree in Government and Philosophy. From 1996 through 1998, Barr entered public service for the first time as a Legislative Assistant to U.S. Congressman Jim Talent (R-MO), where he staffed the Congressman’s service on the Speaker’s Health Care Reform Task Force. In 2001, Barr graduated from the University of Kentucky College of Law, where he was chosen to compete on the Moot Court National Team.
Barr presently serves on the Board of Directors of the Friends of the Isaac Murphy Memorial Art Garden. He is a member of the Kentucky and Fayette County Bar Associations, a 2007 graduate of Leadership Lexington, and a member of Christ Church Cathedral. Barr is married to the former Eleanor Carol Leavell of Georgetown, Kentucky and is the proud father of a new baby girl, Eleanor Dumont Barr.
